Based upon anticipated 1) interruptible aggregate storage withdrawal quantities and the associated balances in Baker and Elk Basin and 2) supply from the east desiring to move to delivery points in the Worland System, it is expected that allocations of both non-primary firm and interruptible transportation services moving supply/storage to Worland delivery points and system wide interruptible aggregate storage withdrawal allocations are possible. Based upon current scheduled quantities, it is projected such allocations could begin as early as gas day January 7, 2021.
During these operating conditions, WBI Energy Transmission will expect all scheduled quantities and physical flows on both the supply and demand side to match. Shippers and operators should review all scheduled quantity reports for all cycles during this time.
Receipt Point operators should factor in freeze offs and other cold weather conditions as necessary when confirming scheduled quantities. When necessary, WBI Energy Transmission will issue underperformance cuts to those shippers not flowing their scheduled quantities in the Intraday Cycles. Physical takes at all delivery points will also be limited to scheduled quantities. WBI Energy Transmission is expecting all operators, shippers and end users to continuously manage their supply and takes during this time due to the inability of WBI Energy Transmission to handle any significant fluctuations.
